Apart from the climate aspect, this is a big looming economic problem. Germany and Switzerland's biggest industrial regions are located next to the Rhine to have easy access to resources coming down the river from Europe's biggest port Rotterdam in the Netherlands.

Especially with big resources like coal, ores, raw building materials, natural gas and other chemicals, using ships/boats is by far the most efficient way of transportation.

Add to this that Germany is getting increasingly dependent on their coal based powerplants due to the kerfuffle with Russia
