As far as usage fees go, this isn't a terrible idea. Most hikers will hike multiple times a year and it may encourage some people to hike more trails. But given that politicians will be involved, there will probably be an out-of-state hiker usage fee added at some point as well.
For an unpopular opinion, I'd say also charge for pets on trails, maybe $15 annually. When I'm hiking the last thing I want is someone's dog disturbing the wildlife or crapping on the trails.
