Did you have to collect money from idiots who wanted to play stupid little games or were the customers required to pay in advance?

This newspaper was delivered for free which is weird now that I think about it. I can't think of how it would be funded. Just by advertisements? Donations? Tax subsidies? It was just a local one for the area but still. They just give you addresses to deliver to and a highlighted map of the area with your bundle. I've never thought about how it's actually sustained

Sounds like a coupon circular. They're mostly ads, but they might have some advertorial and maybe a crossword puzzle.
