They should just break all districts into the shapes of crudely drawn penises that cover equal amounts of population.

Both parties do this.

I will defend the "Snake on the Lake" district they speak of. The lakeside communities have much more in common to each other than to the areas south of them. It makes sense to group them.

I wonder which side would be for county lines.

County lines wouldn't work due to the differences in density of the population. Each house seat represents about 700k people. Cuyahoga County is ~1.25million and Geauga County is only ~94k for instance.
