If I recall correctly, isn't 5% of national defense budget the required contribution for NATO members? If the US reduced their own military spending then they wouldn't have such a high obligation.

2% of GDP for defense spending is the target for NATO members.

I thought I'd find a required spending %. Of course, that it is merely suggested spending, doesn't excuse poor participation.
